"Humans are no longer allowed in Dusseldorf."

Provisional Governor Harlock Quinn announced yesterday that due to the inability to finding an end to interspecies violence in Dusseldorf, humans would no longer be allowed there. Harlock stated that Dusseldorf is the only city in the world with a larger population of mutants than humans, and that it is necessary for mutants to have somewhere where they feel safe, noting that many cities have forbidden mutants. Governor Quinn added that "I am still as committed to the cause of human-mutant coexistence as ever, but it seems that Dusseldorf is not the place for it."
