"We pledge to keep ambiguity from exceeding 23%"

It has been pledged that ambiguity will be "no more than 23% of content, within the timescale we have agreed to follow." Ambiguity levels have been rising lately, and in some statistical methods, wich have been used by concerned parties, they have been found to exceed 100%. Parties affected by the decision have expressed pleasure that "they're finally adressing the dangerously high ambiguity levels." It has been said that; "the first step is to lower the ambiguity levels to 23%, and the next is to keep them there.
